Dr. Carter has a long career in surgical innovation, operational workflows, and application of information systems to surgical facilities. In 1986, he installed a digital EHR in a five location group OMS practice before the discover of the mouse. In 1992 he built the first Medicare Certified ASC in the United States that was focused on dentistry and OMS. He served as the Medical Director of the Specialty Surgery Center until 2015 when the 3 OR facility completed more than 3000 dental cases per year. In 2016 he launched OMS Logistics to explore the applications of mobile anesthesia and surgery in the context of the DSO industry. His academic achievements include previous Program Director of the OMS Program at the Carle Clinic in Urbana, Il., Founder of the Oral Surgical Institute (OSI) in Nashville, Tennessee, Director of the OSI Fellowship Program from 1986-1999, and Founder of the OSI Intern Program from 1999-2016. He is often called upon for dental industry insight by Becker’s Healthcare where he participates in conferences and podcasts on ASC and dental issues.
He is a recognized subject matter expert in OMS revenue cycle management after serving 20 years as the AAOMS representative to the CPT coding committee of the AMA. For his many contributions to the Specialty he was awarded the AAOMS Committeeman of the Year in 2015. He holds an Engineering degree from Tufts University, a Dental Degree from University of Connecticut and a Medical Degree from Vanderbilt University and currently is the President of OMS Logistics and the US Dental Surgery Network in Nashville, Tennessee
